M&O TEAM LEADER WHA TCOM COUNTY JOB DESCRIPTION POSITION: M&O Team Leader RANGE: 160.3 FLSA: NE EEO: 7 DEPARTMENT: Public Works - Maintenance and Operations REPORTS TO: Maintenance & Operations Assistant Superintendent SUMMARY Performs complex maintenance, installation and repair work, providing field oversight, assigning tasks, coordinating and training assigned crew. Assists and acts as a backup for Crew Leader, carries a pager and participates in the pager rotation. Trains operators and other crew members and assists with monitoring expenditures and developing project cost estimates. Complies with department/county policies and procedures, collective bargaining agreements, legal requirements. Performance of job duties requires in-depth knowledge of facilities and proficient operation oftools and equipment. Answers questions pertaining to departmental functions and technical matters and . provides technical assistance and information as authorized. Exercises independent judgment in analyzing problems, issues, and situations in assigned area. Depending upon assignment, the incumbent may peiform some or all of the following duties, which are a representative sample of the level of work appropriate to this position. ESSENTIAL JOB DUTIES Directs other crew members in setting up work zone and activities involving heavy manual labor, as assigned. Formally trains operators and other crew members on equipment and provides day-to-day direction on equipment operation. In Crew Leader's absence makes recommendations regarding project completion at job sites. Uses resources effectively. Assists Crew Leader in assuring crew compliance with safety and other rules and regulations. Oversees assigned crew or crews and provides input on employee performance evaluations. Assists in organizing and prioritizing workloads. Assists with scheduling assigned crew and own work activities and developing site work plans in conjunction with Crew Leader. Participates in the selection of new employees, as assigned. Provides on-the-job training and initial orientation and training for staff. Assigns work consistent with assigned job classification. Coordinates work, monitors delegated activities, and ensures timely completion ofprojects. Identifies problems, recommends solutions or seeks advice as appropriate. Inspects work performed and verifies reports from staff. Assesses compliance and interprets and applies regulations legally and equitably for assigned areas. Keeps Crew Leader informed and takes appropriate action to correct non-conforming practices, as directed. Responds to diverse and complex public inquiries in a courteous manner. Identifies customer needs, explains services clearly and promptly responds to requests. Evaluates priorities and addresses assigned matters, inquiries and complaints. Provides information within the scope of technical knowledge and authority or refers to the proper person. Operates equipment proficiently within machine capacity to perform complex and routine road and bridge repair and construction. Operates equipment safely around all utilities, traffic hazards and other obstacles. Reviews, coordinates and approves fill dirt dumpsites as assigned. Assists with monitoring expenditures and developing project cost estimates in conjunction with the Crew Leaders. Assists with tracking costs. Completes daily activity logs, incident reports and other paperwork. Assures required forms are completed before work is begun. Organizes information clearly. ADDITIONAL JOB DUTIES Assists with the development of procedures and tasks, as assigned. Performs all duties of lower- and similarly classified positions and other duties as assigned. QUALIFICATIONS Requires high school diploma or GED AND at least three years of experience as a Heavy Equipment Operator for Whatcom County. Requires leadership experience and communication skills. Requires knowledge of: The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description. Principles of teamwork and project coordination; procedures, functions and practices of road maintenance, road construction, and equipment operation; basic mathematics; and basic English composition and grammar. County and work zone rules pertaining to dumpsites. Applicable local, state and federal laws, rules, regulations, policies and procedures. Basic computer operation and a variety of software including word processing, spreadsheet, database, and other applications related to the area of assignment. Safety and security hazards, precautions, standards, policies and practices and procedures pertinent to the area of assignment. Requires the ability to: Assign work, provide task direction, train on the safe operation of tools and equipment, coach and provide input on employee performance evaluations. Listen attentively and communicate effectively, both orally and in writing, with individuals and groups in clear; concise language appropriate for the purpose and parties addressed. Maintain current knowledge for assigned areas and adapt to new technologies, keeping personal and crew technical skills up to date and using technology to increase productivity. Work independently or cooperatively as a member of a team. Maintain appropriate level of confidentiality on all matters. SPECIAL REQUIREMENTS Background check must meet County criteria. Must pass job-related tests. Must pass a pre-employment physical screening. May be required to obtain Endangered Species Act training. Special certifications may be required, such as an Arborist's certification, Bridge Inspector's certification, Pesticide Applicator's license, Aquatics license, and Signs and Markings Certification I, II, or III, etc., all depending on area of assignment. May be required to obtain a Traffic Control Supervisor Certification within four months of employment and maintain throughout employment. Required to become a member of the local collective bargaining unit. At time of hire and throughout employment: . Must have a driving record that meets County standards and possess a valid driver's license and Commercial Driver's License (CDL) endorsement. . Must possess a certified Washington State Flagging and Traffic Control Card. . Must be eligible to cross between the United States and Canada. . Must possess a First Aid/CPR Card. On a periodic basis after employment: . F our hours of forklift certification may be required depending upon area of assignment. . Eight hours of Haz- Mat Operational Certification training will be required. . Defensive Driving training will be required. . Must pass federally mandated Department of Transportation Commercial Driver's License (CDL) random drug and alcohol tests. Within 6 months of employment: . Must obtain a Pilot/Escort Vehicle Operator Certification and maintain throughout employment. . Must obtain National Incident Management System (NIMS) levell 00 and 700 training. WORKING CONDITIONS Work is performed at field locations throughout Whatcom County. Sits or stands for long periods of time outside in all types of weather. May be required to work overtime or shift extensions during peak workloads, emergencies or critical conditions. Carries rotational pager cell phone and is promptly available for service. Scheduled leaves of absence, including vacation, must be coordinated with Crew Leader to avoid concurrent leaves of absence. Lifts and moves up to 50 pounds on a continuous basis and may occasionally lift and move items weighing up to 1 00 pounds. Moves throughout the County facilities. Frequently drives a motor vehicle to perform duties in the field, at multiple sites or travel out of the County. Traverses rough terrain and inclines. During emergency situations may be required to run, shovel, or dig. Works in, on or near water, on ladders, on and near bridges, often in remote locations or close quarters. May work near noisy machinery in the field. Possibility of exposure to a variety of environmental and chemical allergens standard to the area of assignment. Possibility of exposure to hostile and offensive language from the public. Uses appropriate safety equipment and follows established work safety policies, practices and procedures.
