STORMWATER PROGRAM MANAGERPOSITION: DEPARTMENT: REPORTS TO: SUMMARY WHATCOM COUNTY JOB DESCRIPTION Stormwater Program Manager Public Works Public Works Director RANGE: 12 Responsible for the administration of the Public Works Stormwater Division. Ensures compliance with the National Pollution Discharge Elimination System. Develops and implements a progressive stormwater maintenance and inspection program. Plans, designs, and oversees construction of stormwater capital facilities. Represents Whatcom County by demonstrating strong leadership and management skills, maintaining a professional approach and demeanor in all activities, and ensuring compliance with Department and County laws, policies and procedures, and collective bargaining agreements. Manages programs and staff in a manner that ensures expenditures remain within approved budget. Functions as a member of the Management Team, inspiring constructive relationships with all Public Works employees, other departments, and individuals outside County government. Encourages teamwork, collaboration, and fiscal prudence. Exercises a high level of independent judgment and discretion. Depending upon assignment, the incumbent may perform some or all of the following duties which are a representative sample of the level of work appropriate to this position. ESSENTIAL JOB DUTIES Effectively administers all aspects of the Stormwater Division. Models exceptional leadership attributes, management skills, and customer service commitment. Mentors members of the stormwater team. Regularly reports to the Director on activities of the Stormwater Division. Acts as a spokesperson and provides written communications for the Department to the County Executive, Council, and the public as approved by the Director. Develops recommendations and implements strategic short-and long-range plans, programs, goals and objectives for water quality and quantity and management of stormwater. Facilitates and coordinates cooperative planning in conjunction with other divisions, departments and entities. Reviews and updates planning recommendations. Directs activities with available personnel and in compliance with guidelines, procedures and regulations. Promotes teamwork within the County. Identifies trends and problems hindering progress and develops and implements recommendations for problem resolution with staff and higher level management. Reviews, interprets and prepares data to analyze and makes recommendations about which programs and/or major project proposals should be initiated, modified or dropped. Interprets policy and makes recommendations for program, policy or procedure changes and assures that appropriate policies, procedures and tasks are created and updated. Directs staff in monitoring enforcement of ordinances, state and federal rules and regulations, policies and procedures. Assesses and assures compliance, and interprets and applies regulations equitably. Makes administrative decisions, as assigned. Informs operation, inspection, maintenance, and recapitalization of stormwater facilities using a lifecycle asset management approach. Prepares and implements six-year and annual capital improvement plans for new and existing stormwater facilities. Orders and/or conducts planning, preparation and review of design plans, specifications, and estimates for stormwater capital facilities projects. Secures environmental and construction permits. Coordinates, supervises and inspects construction projects for conformity with approved plans and legal requirements. Provides technical assistance for Public Works employees, other departments, and community groups related to stormwater best management practices, drainage management, and water quality solutions. Prepares technical comments, files briefs, negotiates, testifies and otherwise represents positions of Whatcom County in matters related to stormwater management. Develops and implements policies and procedures that assure compliance with the National Pollution Discharge Elimination System and related federal and state stormwater regulations and standards. Prepares and justifies budgets for assigned areas. Monitors and maintains expenditures within approved budget guidelines. Implements cost - effectiveness measures and uses resources and technology effectively to increase productivity. Negotiates contracts for services between the department and outside entities or consultants, as assigned. Secures, monitors and assures compliance with contracts and grants. Participates in recruitment and selection of new employees. Determines individual employee needs for training to meet changing program demands. Assigns, supervises and evaluates work consistent with assigned job classification. Conducts and /or reviews performance evaluations to guide the development of employees, provide a record of performance and ensure consistent evaluations and regular feedback throughout assigned areas. Interprets and applies collective bargaining agreements and personnel policies. Initiates, documents and implements approved disciplinary actions. Responds to or provides input on disciplinary actions and grievances, as assigned. ADDITIONAL JOB DUTIES Performs work on special projects that may be outside normal area of assignment, as directed. Performs duties to back -up other department management staff, as assigned. Performs other duties as assigned. QUALIFICATIONS Requires a Bachelor's degree in civil engineering, construction management, project management, or a similar relevant field AND five years of recent progressively responsible experience related to project development and delivery, program planning, and stormwater system operation and maintenance, INCLUDING two years of supervisory experience. Experience developing and leading teams, planning maintenance and capital programs, and managing construction contracts required. Washington State Professional Engineer's license, Certified Stormwater Manager, and /or Certified Project Manager preferred. Requires knowledge of.• Contemporary principles, practices, strategies and techniques for managing stormwater and protecting receiving waters. Capital project development in a public sector environment. Environmental and regulatory issues and permitting procedures. Floodplain hazard mitigation programs and flood response emergency operations. Roles and relationships among and within relevant local, state and federal groups and agencies. Applicable local, state and federal laws, rules, regulations, policies and procedures. Principles and techniques to effectively gain consensus of diverse groups and agencies within assigned areas. Organizational dynamics and principles and practices of management and supervision, including planning, staffing, selection, training, coaching, directing, coordinating and evaluating. Fiscal management including budget preparation, grant administration, service and intergovernmental contract negotiation and administration, expenditure control and recordkeeping. Computer operation and a variety of software including word processing, spreadsheet, database and other applications specific to the area of assignment Safety and security hazards, precautions, standards, policies and procedures pertinent to the area of assignment. Requires the ability to: Strategically plan, prioritize, coordinate, organize, and evaluate staffing and services. Train, direct, and coach staff. Administer and change plans, policies and work programs. Use tact, discretion, respect, persuasion, diplomacy and courtesy to gain the cooperation of others and establish and maintain effective teams and working relationships and rapport with public officials, representatives of other entities, department heads, co- workers, employees and diverse members of the public. Adapt modern scientific principles, methods, techniques and standards to a variety of projects. Direct research efforts; synthesize results to formulate policy recommendations. Assure that absolute confidentiality is maintained as required and sensitive information is handled appropriately. SPECIAL REQUIREMENTS Must have a driving record that meets County standards and possess a valid driver's license at time of hire and throughout employment. Must be eligible to cross between the United States and Canada. Must pass job - related tests. Background check must meet County criteria. Must obtain a First Aid /CPR card within six (6) months of employment and maintain throughout employment. WORKING CONDITIONS Works in an office or meeting room setting and field locations. Sits or stands for long periods of time. May occasionally lift and carry items weighing up to 30 pounds. Attends meetings or performs duties outside of normal office hours. Moves throughout the County's facilities. Frequently drives motor vehicle to perform duties in the field, at multiple sites, or travel out of the County. May travel by boat, airplane, or helicopter and may stand for long periods of time outside in all types of weather. May work near noisy machinery with the possibility of exposure to a variety of environmental and chemical allergens standard to the area of assignment. Possibility of exposure to hostile and offensive language from the public. Uses appropriate safety equipment and follows established safety policies, practices and procedures.
